About the Seminar:

In this presentation, using his experience as a District Court Judge, Professor Chew will share with us the objective and the mechanics of ‘witness conferencing’, particularly from the perspective of such a process being applied by a court. In so doing, Prof Chew will attempt to demonstrate that ‘witness conferencing’ or ‘concurrent evidence’ is a useful means to effective hearings where complicated and technical evidence is involved, both in court and in arbitration hearings. The discussion will also touch on the effectiveness or otherwise of Order 40A r 6 Rules of Court (concurrent evidence). Overall, the presentation will deal with the specific challenges as well as the advantages of witness conferencing, as a tool to effective hearings in dispute resolution processes including arbitrations.

About the Speaker:

Prof Leslie Chew, SC is the Dean of the School of Law at the Singapore University of Social Sciences. He graduated from law school in the then University of Singapore (now NUS) in 1978 and is an Advocate and Solicitor of the Supreme Court of Singapore. He is also a Solicitor of England & Wales. He was appointed a Senior Counsel by the Supreme Court of Singapore in 2000 and continues to practice as a Consultant at Withers KhattarWong, primarily at the Commercial Bar. He began his professional career in the Singapore Legal Service and was a Deputy Public Prosecutor and State Counsel with the Ministry of Defence. He was a lawyer in KhattarWong (now Withers KhattarWong, Singapore) for 20 years and was a joint Managing Partner from 1999 to 2006.

In 2007, he was appointed a District Judge. He subsequently held office as a Senior District Judge overseeing the Civil Justice Division of the State Courts (then the Subordinate Courts) until he retired from the Singapore Legal Service in March of 2014. Upon retiring from the Singapore Legal Service, he returned to private practice, re-joining his previous firm of KhattarWong LLP.

In the course of his career as a lawyer of almost 40 years’ experience both in private practice and public service, Leslie has had a wide practice covering most areas of commercial law including international arbitration. He is a past President and a Fellow of the Singapore Institute of Arbitrators. He is also a Fellow of the Chartered Institute of Arbitrators. He developed the module on the ‘Law and Practice of Arbitration in Singapore’ as an elective, for Part B of the Bar Examinations and is its principal examiner.

Chor Leong is a lawyer who has been in legal practice for more than 36 years, specializing in litigation, arbitration and alternative dispute resolution. His main areas of expertise are in contract and construction law. He has acted in numerous litigations and arbitrations involving building and construction contracts and contracts for the provision of engineering and architectural services, relating to major development and infrastructure projects, civil engineering projects and construction projects both in Singapore and abroad. He is a Senior Adjudicator accredited by Singapore Mediation Centre, and has had more than 10 years of experience as an adjudicator under the Building and Construction Industry Security of Payment Act (Cap 30B). He has acted as adjudicator (and as review adjudicator) in more than 70 adjudications (including adjudication reviews) to-date, and has written and issued more than 60 Adjudication Determinations (including Adjudication Review Determinations) to date. Chor Leong is also a Fellow of the Singapore Institute of Arbitrators. He is on the panel of arbitrators of the Singapore Institute of Arbitrators, Singapore International Arbitration Centre, The Law Society Arbitration Scheme, and the Kuala Lumpur Regional Centre for Arbitration. Chor Leong is also a Senior Mediator on the panel of The Law Society Mediation Scheme, and an Associate Mediator accredited by the Singapore Mediation Centre
